It sounds like the fuel computer WANTS to keep the idle at 1100 rpm.
Have you checked the ECT sensor for proper resistance at different temperatures? A bad ECT sensor might fool the ECU to think the car is colder than it is and bring the idle up.
Also, you want to have the base idle a little bit lower than 850 with idle motor closed. About 700-750 is better but not lower than that.
Also, check the winding resistance of the AIC with an Ohm meter. It should be 20 Ohm between pin 1 and 2 and pin 2 and 3 and 40 Ohm between pin 1 and 3.
Make sure that you rotate the valve on AIC and take resistance reading at several spots to find bad spots on the commutator/brushes.
Check and clean all ground connections at intake manifold and also over by the ignition module on left inner fender.
