Well, actually to the the point just before the butterfly jams. At least in every fuelie I've ever worked on. The IAC controls the idle, the butterfly is shut to stop air from getting by! Then the idle switch has to be adjusted correctly.
sounds like a PO used the throttle stop screw to adjust the idle from a non functioning IAC.
