You have to loosen the TPS (2 7mm screws) and allow the butterfly to close even more.
Right now the trottle linkage is "hanging" on the TPS if you have air in between the idle screw and linkage stop.
You kind of keep the TPS loose while setting the base idle with the screw and lock nut to about 700rpm. After that I shut off the engine and follow up with the TPS so that I hear the click from the closing TPS switch but I don't turn the TPS so hard so that I move the throttle linkage away from the base idle adjusting screw.
On your 85 you probably also have the other horizontal idle adjust screw with a 10mm lock nut? That one you want as far in as possible so that you have some give to use whereafter the throttle body gets dirty and you can move that screw out to keep a good base idle until it is time again to clean the throttle body.
