mighty gasoline smell (intermittant)

In the fours years since I've owned my non-turbo, 1986 C-90 hatchback, there is an intermittant, sometimes sufficatingly strong gasoline smell in the passenger compartment. More likely, but not necessarily present when the tank is full. It comes and goes, eben when the MPG has been as high as 28-30 on the highway. No sign of fuel leakage or gasoline odor in the engine compartment. Sometimes, but not always there seems to be an emission of gasoline+water (from) the fuel pressure thingamajig back under the fuel tank. But again, not always. I have tightened and re-tightened all the clamps for the gasoline filler and vent lines down in, and above the spare tire compartment. Two years ago I tried replacing the big fuel filter just upstream of the injector pump with what i thought was a new OEM filter, but at low revs the engine would starve. Car was undriveable. So I put the old one back in and there it still sits.
Any ideas from out there?
