It's a one way valve, usually there's just a small metal ball inside that will move to let gasses flow out and then get pulled back to keep air from going the other way.
Pull it out and shake it, you should hear it rattle. Also try blowing and sucking on one end of it. Air should only pass one way. It'll be in-line in a rubber hose between the valve cover and the throttle body.
