what I would do is disconnect the valve and vent to the air. not very PC for the environment but really, given the pictures the guys have posted you should be able to go to the autoparts store and source one. Yes, not saab brand and all that, but it will suffice. the only checkpoint upon installation is that there sill be an arrow or triangle that points the direction of the air flow. you can check by blowing on each end to see which way blocks air. you want the blocked end to be at the throttle body, and the end passing to be at the valve cover, basically that vents POSITIVE CRANKCASE vaport via the VALVE to the intake to be burned. The reason you get some vapors out of the dipstick *may* be a plugged valve, however you also should notice that the car may run poorly with the dipstick cap open as that also changes the vacuum in the car too. Have see several stories on the 9000 board (maybe her too) about poorly running cars and lots of parts changed to discover that vacuum was being vented through the oil dipstick cap.
I think if any damage was going have occured it may have already happened, but then again I doubt you will have an issue, but that is purely a guess from this end of the internet.
Go and get the valve, it's the one you said, the smaller vac line between the valve cover (says 16 valve on it) to the throttle body, and if your's is still incased in the larger heat shield you have one of the few I've see that still do!. Look in my members pagers under SAAB WORK and you will see a couple of pictures of the of an engine with the vacuum line in blue silicon. You will be able to see the valve right there.
But realize after you do this, if you open the oil dipstick cap with the engine running you most likely will still see vapors coming out, whY? less resistance with the larger opening open... It's like does the light go out in the refrigerator when you close the door? Sure it does, but when you open the door..... aww you know the rest.
