Main ECU causing cold stall/surge...emissions affected?

87' 900t starts cold perfectly then stumbles & stalls, followed by a hunting/surging idle upon being restarted. I cannot find any vacuum leaks therefore the main FI computer is suspect. The engine runs great once warmed up, but I am concerned the ECU may be a contributing factor to high HC (double the limit) & NoX (almost double) on my failed RI emissions test...Co was very low & a lean running condition is likely.

~ I'm putting a new catalytic converter on this weekend, timing is correct, o2 sensor is new (swinging .025 to .750), cap/rotor/plugs/wires are recent, oil was just changed, 82 deg thermostat & fan switch. Currently tank fortified w/Techron...will run it out, add x3 btls of iso-dry & refill w/Hess 93 before re-test.

Answers to the following questions would be helpful:

- The turbo leaks a bit of oil into the intake & exhaust occasionally - would this have an adverse effect on HC?

- The dashpot is bad & Haynes indicates it helps reduce unburned hydrocarbons on deceleration - do emissions tests sample HC on decel.?

- The TPS full throttle contact is broken - does this matter?

- Air can be blown & sucked from the valve atop the charcoal canister - is this supposed to be a one way valve? Plugging the hose has no effect on the cold stall or surge.

- Should I richen up the mixture a little? Would a rblt. AMM help any?
