My experience on a 92 was a massive leak sprayed against the firewall that required frequent topping off the fluid but no steering problems. Local indie doing a state inspection wanted $500 for the pump and hose, $500 more if it was the rack. This was 10 years ago.
I cleaned up the fluid and discovered that the reservoir had a slight crack in it where the two types of plastic joined together, and the hose connection at the pump was very loose causing the firewall mess and pooling under the car. Replaced the reservoir with a junk yard part and tightened the hose clamp. Everything was fine for another 100k miles.
Check under your car and see if the rack's seal are actually leaking and its not jut a loose connection at the pump. The hose clamp is a bitch to get to but it may only take a few turns to cure a problem.
Also, try changing out the fluid, drain the reservoir with a turkey baster and refill with fresh fluid several times, running it 50 miles or so between refills. The additives in the fresh fluid may revitalize (soften) the seals in the rack and stop or slow leaks and eliminating any groaning sound, especially in the cold. This worked for me one severe winter when it started groaning. Sold the car with 210,000 miles and an original rack and pump.
