I've been thinking about the same thing for a little while... Have you looked into Hella's modular light system? The only thing which I'm concerned about is using projector-style headlights behind focused glass lenses - you'd have to get the placement of the light source correct in order to avoid having the glass lens direct the light in a way you don't want. I thought about using something like optical plexi, but I have zero experience in that. :)
I think, in general, it would be pretty easy to make a squarish braket to support the light and attach a clear plastic cover to it, but I don't have much in the way of fabrication skills.
Are you looking to design these for the older snub-nosed cars or the later sloped nose cars? I'm interested in helping/buying/whatever either way - I've got an '80 and a '90. :)
