I'd suspect the air mass meter. When the engine is cold, the ECU ignores sensor input from O2 sensor, which enables the ECU to control idle. Because of this, with a failing air mass meter, you'll get a bad idle until the O2 sensor heats sufficiently and comes on-line.
(RE: cleaning -- I've tried spraying a couple AMMs with a fancy MAF spray, to no avail. AMMs go bad, period.)
Best way to test is with a known-good AMM with the SAME LAST THREE DIGITS in the Bosch part number. For your '90 2L 900 non-turbo, you can use any meter from any other LH2.4 Jetronic Saab 900 or 9000:
'88-'90 non-turbo, '89-'93 +'94 convt. Turbo, or '89-'90 9000 Turbo.
If the AMM is bad and you wish to purchase a rebuilt unit, conventional wisdom is that Bosch's own re-man units are most reliable, and off-brand rebuilds a crap-shoot. eEuroparts.com has treated me well for years; highly recommended parts source. That said, a used one from a junkyard will be significantly cheaper but potentially not as long-lived; depends on what your expectations are for keeping the car.
