Anytime your loosening bolts that don't get sevice often, PB-Blaster is great solvent/lubricate to use. Doesn't always work though. Aways a great accomplishment to extracted a broken bolts without destroying the hole. Apply anti-seize compound to the bolt threads to assist with removal for next time your replacing thermostat. Replacement of the old steel bolt with stainless steel ones also help with lowering the electrolysis and applying anti-seize. We all hate those 15 min. jobs that end-up being two hours.
