Sorry! I was thinking flush with the mount. Re-read and you did say it was the frame. Doesn't the bolt go through the frame? Maybe you can PB-Blaster the threads and extracted the rest of the bolt through the back-side of the car with the tire removed. If enough of the bolt is assessable, tack weld a lever onto the bolt and turn out. I know that when replacing my one upper mount bushing, the bolts looked to go through the frame. Haven't looked to see if they can be accessed thur the wheel well though. Just a thought
