One little vertical cut into the metal of the head doesn't affect the threads at all and it turns what's left of the bolt into a hollow tube shaped like the letter C, able to collapse in a little and also giving a place for the corrosion to go as you try to twist it.
This is in disaster situations, say you try the easy out and it still doesn't move things.
You can also cut through it in two or three places, pry the pieces into the hole and out of the threads, and pick them out. A little propane heat helps them break free.
I have done the cutting both with files and with a saber saw, blade ground down on the back edge so it will go in the small hole. Much easier than filing.
Better than drilling and retapping, especially if you're not on center of old bolt hole.
