If your work order receipt says to just clean, then don't pay for resurfacing! Persian Blue Dye is whats used for seating/lapping/grinding valves and checking for cracks. Fine hair-line cracks develope between the spark plug hole and valve seats and between the valve seats. With a magnifying lens, you should be able to see them it present.
