I do not know how different the sensors are in the 94 but you are describing a problem with what they called in 88 a blended air temp sensor. Its supposed to know what temp air is being put into the cabin. It is overridden when you select HI or LO. My gut reation (the first place I'd look) is if its actually sensing what temp air is being put into the cabin. The sensor could be telling the computer its OK but not actually sensing the air.
