The short answer to your question is that there is a pressure switch attached to the receiver/drier (under the coolant expansion tank) which controls compressor cycling. Usually, the compressor will kick on with a low side pressure around 38-40 psi. It will kick off around 18-20 psi (low side also). AC cycling is a function of pressure, not temperature, though in ac, they are directly related.
You have to discharge the system to replace the switch.
Somehow, though, I suspect that this switch is not your problem. Generally, the switch won't be active until there is at least 8-12 oz of r134a in the system. Thus, I suspect you have a charge issue rather than a switch problem.
How did you charge the system? What are the high and low side pressures? Did you find the leak? How much (by weight) gas did you add?
