Sounds a little low to me. I assume you mean that you just turn the ignition to "on" without actually cranking the engine. At that point voltage should be in the low 12v range. If you've seen it below 10 or even 11v then I would recommend a new battery. If you're talking about the voltage given when the car first starts after cranking, then your figures are good, though I'd be getting a little nervous if I kept getting figures in the 9s. Your alternator voltage (what you see with the engine running) looks good.
