If you are really reading 9.8 to 11.5V with the ignition on, but without the engine running, your battery is on it's last legs. Nominal battery voltage is roughly 12.6V, therefore you should be reading at least 12.4 with the engine off, though it will drop slightly lower if you have been using accessories for some time, with the engine off.
Now, if you were talking 9.8V to 11.5V idicated just after you start the car, that would be just fine, as the voltage will indeed drop when you run the starter. But since you said you cylced the EDU, that means you will be reading the actual voltage, not the after start voltage (and you didn't mention starting anyhow).
Have that battery load tested. If it never gets above 11.5V with the engine off, replace it, it's not holding a charge. If my battery is lower than 11.5V BEFORE I turn the starter, the battery only has about a 25% chance of having enough juice to start the car. Whereas, if it is reading 12.0V or higher, no problems.
One other possibility is that your cables/ground terminals are so corroded that they are reading the voltage far lower than what it should be, but I'd find a missing volt or two hard to believe, even then.
