Bolts are measured by size then length. a 6mmx42 is 6mm diameter of bolt threaded (probably 1mm pitch on the thread, but that is not important now) and 42 mm long. The hex size is what size socket or wrench is used to loosen or tighten the bolt. In the case of a 6mm bolt, it is usually a 10mm hex which requires a 10mm wrench. If it is not clear, just let me know and I will try to clarify!
To get the fender liner out, you remove the trim on the edge of the fender (8mm hex?) AND the bolts which fasten it to the frame (10mm hex) AND one bolt which fastens it to the plastic 'under panel' just below the fog light. This bolt will proabbly be rusted and when you turn it with your ratchet/socket, it will probably spin the nut in the plastic panel then you'll have to pry the panel down, hold the 'nut' with a vice grip plier and turn the bolt with your ratchet/socket. Once removed, you should 'clean up' the threads with the appropriate tools (die for the bolt and a tap for the 'nut')
