Ya, the bolt will have to be taken out and the belt routed through
the pulley and two arms. It's been a while since I changed mine -
sorry if I confused you! Anyway, once the bolt is removed and
the belt is routed through the two arms and pulley, place the belt
on all the ancillaries (power steering, alt', water pump, & crank)
and leave the other idler pulley for last. Using a breaker bar and
socket on the bolt for the tensioner pulley, leverage the tensioner
down 'til you can slip the belt over the other idler pulley....again,
sorry about the confusion.
