I agree with Yaofeng - they may have set the wrench to 90 ft-lbs, but forgot that pesky 'tighening' step.
Frankly, I've never seen a shop use a torque wrench on lugnuts. Most of them just use whatever handy air-wrench comes to hand. I always re-torque lugnuts the second I get my car home. Usually they are way over-tightened - I need to use my 3 foot breaker bar to loosen them.
Anti-sieze is a good idea, and frankly, I don't think there's much of a difference between the two. I personally don't use anti-sieze on lugnuts. I spray some WD-40 into the hole in the hub and onto the lugbolt threads before installing every time they come out. I've never had a corrosion problem, and never had any loosen up on me.
WD-40 tends to be a little less messy than anti-sieze, which always seems to get everywhere. But maybe that's just my ham-handedness.
