Boge's actually become harder as they get older. A bounce test would prove nothing since it will come out with flying colors.
All you can do is look for leaks or if the front end camber is completely out of specs and no suspension damage or wear is known of, then that would lead to the shocks being bad.
Again, all you really ever need to replace are the bushings on all of the suspension parts!
