That steel sleeve is molded to the rubber.
Most likely the sleeve has rusted solid to the pin with threads on your car and you might need to heat it up with a propane torch or use a chisel to hammer it off.
I use an air hammer and flat blade chisel at work to drive pieces like that off, works like a charm.
