Another TCS CTRL Problem

I have a 93 9000 CSE Turbo. The TCS CTRL light has been a random problem since I bought the car 3 years ago. It seems to come and go in waves whereas I have the problem for a few days then no problems for a few weeks or months. Every time, I'm able to reset by shutting of and restarting the car.
Here's where things get kind of interesting. The problem seems to occur more during changes between high/low pressure weather fronts, so changes in barometric pressure may have something to do with it, or maybe it's just the change in humidity. Would altitude contribute to this problem? I live at 9600'. Does this make any sense, or am I just grasping at straws?
Regardless, what's the easiest way to troubleshoot this problem? I've got some time this summer to work on this, and would like to get it resolved prior to the start of winter here in the mountains of Colorado. I've seen posts recommending using an ISAT or Tech2.....is that necessary? Can I pull down error codes with Tech2 software?
