I also have a 93 CSE that had TCS/CTRL issues. They appear to be all gone now. Ultimately I had a double (maybe triple) source of problems.
(1) bad vacuum hoses
(2) intermittently failing safety valve (on fire wall, passenger side)
(3) stored error fault in the ABS ECU (which may have been the result of a bad wheel speed sensor that I eventually replaced).
The ABS error code apparently made the TCS system more paraniod than usual, so it was less tolerant of deviations from nominal sensor readings (e.g., throtle body status, pedal potentiometer, etc). Once the ABS code was cleared (by Saab dealer), I haven't seen the TCS/CTRL again, and it been about 5000 miles (it had been up to 10 times a day as the safety valve was failing).
The safety valve costs about $150 as I recall. Maybe the valve is midely sensitive to atmospheric conditions?? Then again , the car's intake system subjects the valve to pressures changes much greater than what nature does to our atmosphere ....
