clunk/pop noise in front suspension

93 CSE n/t 153k. When moving at very slow speed without braking and turning the wheel, I get a pop/clunk noise from the left side of the front end, occasionally on the right. Also I get the noise during braking, most noticeably from 30 mph and slower.
I've replaced both ball joints, tie rod ends are good, wheel bearings tight, lower control arm bolts tight, strut mount bolts tight, subframe bolts tight.
However, I did find that 2 of the front control arm bushing caps (one on each side) apparently rusted and partially cracked and fell away, but the backs are still in place and the mounting bolts still hold.
I'm going to replace the bushing caps but two questions:
Is this whats causing the noise or is it something else?
Should I replace the bushings when I replace the bushing caps, and if so, stock bushings or urethane? (alright, 3 questions)
