Everyone here must learn this and commit it to memory!! The CPS bounce test is invalid. In four 9000s with the relevant CPS (91-93), NONE that I've had experience with showed any tach movement during cranking, ever. These were all cars that ran fine. Please, please, please, do not dive in to replace your CPS just because it fails the bounce test!! I have done so myself, overlooking an improperly-installed fuel pump in my case.
OK, end of CPS rant. That's not to say that after all your ministrations, the CPS may not be at fault. In fact, you've seemingly ruled out everything downstream of it so it might be your best option in the end.
But (and I know this may sound rather insulting after all you've gone through) I wonder if your plugs, though new, are properly gapped to .9 mm (+/- .15 mm or so)? If they're improperly gapped your car won't start nohow -- this I learned earlier in my Saab experiences, after doing everything expensive in the book. That spark you're seeing during your testing won't form properly under pressure and/or gets blown out by the compression chamber.
Unlikely scenario I know but worth throwing out there. And such things happen so frequently in car debugging that maybe it's your turn!
