Agreed.....$3,900 for a '93 CSE is rediculous unless it is SUPER clean and has very very low miles.
With nearly 200k on your car, (if I were in your shoes) I would find a good used motor and just drop it in. It would be cheap, it would be fast, and the odds are probably good that you won't be driving the car for another 200k miles (hopefully you do!), so a used motor should do the trick to get you to end of life with your car.
As jdlincoln and I have discussed, I tend to be lean toward getting a car back on the road cheap and fast for a few hundred dollars and an afternoon to install another used motor, and he's more on the "do the job right and forget about it forever." end of the spectrum.
The choice is completely up to you, the condition of your car, and how long you think you'll be in the saddle....look at ROI (return on investment).
