Sure, a 10-20 year old car doesn't have the newer passive safety features of todays modern cars (Dual Airbags, side, curtain, rear airbags, traction and stability control, etc. etc.)
However, as S-Works points out, the 9000 was rated as the safest car in Sweden by Folksam, the largest insurer. That's a safety rating based not on collision tests, but on accident data. (The 9000 did very well in tests too, but the body of evidence supports Saab's real-life safety approach). The 9000 had the lowest fatality rate of any car for sale in Sweden (Not just produced there).
To this day, the 9000 has a very low occupant injury and fatality rate, even by current-model standards.
If you want the very safest car in the world, maybe a 9000 isn't the best bet. However, you could do MUCH worse.
Once the 9-5 replaced the 9000, it held that same "safest car" designation for much of it's production, even through recent years.
