Thank you for the information which will be useful if I can't make Mr. Bubble's idea work. On my '96 the downpipe and Cat are one unit, and the 16 mm nut that secures the Cat to the stay is located at the back of the Cat. I was able to turn the bolt by soaking a day in PB Blaster then turning it with a 5/8" combination wrench. Tapped the end of the wrench with a 20 ounce hammer to get it started. I doubt that this would work in the rust belt.
I've had time to think about the downpipe-to-turbo connection. The three nuts should pull the downpipe flange squarely against the turbo. My leak was near the same stud that came out with the nut. That is where the sound was clearly loudest while listening through a piece of garden hose. The leak happened because the downpipe was no longer pressed squarely against the turbo at that location. The leak happened because the stud was already slightly loose. That's my theory.
The exhaust studs are 35mm long. 10mm goes into the turbo. The remaining 25mm (1 inch) extends out of the turbo. If I can use the stuck nut to screw in the stud until 1 inch of the stud sticks out, then I'll know that the stud is fully seated. It's worth a try.
The nuts are in remarkably good shape and barely marked on the shoulders by my box wrench. I think the nut that didn't release from the stud would have released if the stud wasn't already a bit loose.
I'll post again after trying the idea.
