The turbos installed saabs are quite small in order facicitate quick spool up at low rpms, therefore they cannot produce enough air flow to allow for the turbo to hold much more than 10psi above 3500rpms. So restricting the wastegate at higher rpms will not help.
Although a larger turbo would give you more boost at high rpms, it would spool up more slowly (bad turbo lag!) and you would loose much of that huge low end torque (it peaks at around 2000rpms!) that makes the saab engine so flexible.
So... there is always a compromise.
There is no modification that will increase the volume of air flow the turbo can produce. However, A less restricitve air filter MIGHT help.
