I don't have the full compressor map for the T3 (mine only shows the lower left portion of the map where the stock ECU keeps it), but I'm pretty sure the T3 is capable of 18 PSI all the way up to 6000 RPM on the 2.3L and that's airing on the safe side (assuming cold weather and 82% volumetric efficiency which is unlikely). By the way, if anyone out there has a full map for the T3, please send it to me! =)
I've noticed the same phenomenon with my engine though. Currently I have to nurse the pedal in each gear until I hit higher RPM, where I can drop the pedal to the floor and take off.
P.S. - If you have the 2.3L engine and want high boost, I recommend a T3/T4 hybrid with the 50-trim compressor. I've been looking at turbos for a while and that thing looks like butter. Given proper tuning, I think it could achieve over 35 PSI.
