I'm of the opinion that these cheap boost controllers are a risky idea. Basically, you're defeating the built-in safe guards that help protect your engine with a unreliable device that is subject to "boost creep". You have to constantly fiddle with it because the boost you get on a hot humid day is different that that of a cold dry day.
I can't understand why anyone who paid for a "near luxury" car would want to hack on it... but if you're gonna hack you might as well do it right by installing a calibrated boost guage to know EXACTLY what the boost level is in psi. I would recommend that you NEVER go above 18 psi. The stock turbo is just not designed to create that much boost (compressor efficiency, exhaust back pressure, etc) and your engine is none too happy with it either (head gasket woes, running hot, shortened life, etc).
If you want to safely increase your performance, slide a wad of cash over to one of the many Saab ECU tuners (Abbott, Nordic, Maptun, Speedparts...) Then at least you won't be defeating the protection offered by the stock ECU. Yeah, it costs more ($600 to $1200 typically) but how much is your engine worth? And if you want to keep the car long-term it's the best solution...
