It sounds like there may be two issues.
First, if you ever have the clutch fully engaged (foot off the pedal) and the engine revs without the car accelerating (or at least the wheels spinning), then your clutch is almost definitely slipping.

But, if your car isn't idling properly and surges, that's a separate issue, which just happens to be occuring while your clutch is slipping. That can be caused by a few things, but since I'm not very familiar with Saabs specifically, I can't really conjecture on what's broken.

So the question is, does your engine rev while your foot is completely off the clutch pedal, or only while you're downshifting and the clutch is disengaged?
