guy with 9-3, I would fix it. If you do decide to trade (I think selling it yourself is better), you get more out of that car if it has new tires, and no mechanical problems than if you have problems and need new tires.
Also if you have a baby, than I'm sure he/she wants his/her baby seats strapped in mommy's safe car rather than a car with problems...
regarding the snow tires, I think you can get away with buying the used one to last you couple winter seasons since you are not planning on keeping that car for many winter seasons.
