Even though internet can be a blessing for car owners and shop owners alike for finding information and help, bottom line is that the shop where the car is located is the one that have access to the car and have tried and tested certain things.
All the other of us are just sitting here in cyber space giving advice base on your information.
The only way for you to be certain (if you don't trust them) is to ask for to look at when they try to rotate the engine (if you know what to look for) or to take the car to a shop where you trust their opinion.
I can only answer from my standpoint that if I had the car here and I would to put a socket and a breaker bar onto the crank pulley bolt and the engine wouldn't budge, I would also say that the engine or transmission converter (if auto) is seized. And I wouldn't spend any more time "trying" to find another problem.
It is very possible that when a bearing start to seize up, you might be able to rotate the engine a little bit more with the starter until the bearing material and crank shaft journal completly smear together, creating a solid mess of metal goo.
So don't be to hard on the shop, they might very well know exactly what's going on.
