Read your policy. If you don't have a copy, ask them to send one. They are generally required to "make you whole" by legal definitions. That means that they have to pay you the amount required to purchase a similar vehicle at retail, in similar condition, with similar miles. They don't have any choice about that and "book values" are not important - what it will actually cost you on the dealer's lot is what counts. Also, there is no allowance for negotiation of price at the dealer - they can't assume that you can, or can't negotiate a better price. It's "asking price" at the dealer.
Find some specific comparables, present them. Tell them that they have to pay at that level or you will see them in court and they will lose. They know that, they just try to contain costs by being hardasses, knowing 99% of customers will cave in to their extortion.
FYI 1 - Insurance companies also want to hold on to your money as long as possible. It may not seem like much, but all told if they keep billions in claims back a few weeks or months during the year... the money stays invested longer, they make more. If they seem to be stalling, tell them you know they are just pushing the "retention" and you won't stand for it. Mention calling the state attorney general adn.or insurnace commissioner, whichever is appropriate in your state (Not a bad idea anyway to get advice on the laws in your state). Often they will low ball you and figure they win either by holding onto your money longer as you argure or by paying the lower figure, or both.
FYI 2 - the fact that your car was lovingly cared for, or has Koni's, or an ECU, etc, has little bearing on "retail" price. You might be able to leverage that in a private sale, but it has little impact on the dealer's lot unless the car is very tricked out.
