Can the ECU detect aging O2 Sensor

I attemted to measure my O2 sensor today. I warmed up the engine and then I disconnected the sensor plug and connected the voltmeter to get a reading. I was expecting some voltage flactuations around 0.5V but the only voltage I got was about 0.05V. I decided to drive a bit longer, but the best voltage I got was about 0.1V which is too low.I decided to drive along without the O2 connected but soon noticed the "Engine Check" light comming up. So the ECU detected that O2 was not connected, but why would it not detect the O2 low voltage. Obviously the O2 must be responding to lambda control but perhaps not as it should be. If this is the case this can explain why I seem to have a richer then normal mixture. So my question is:
1. Should I expect the ECU to detect an aging sensor.
2. What are the SAAB O2 sensor replacement intervals.
