Thanks Dean for the explanation.
In my case I use a digital voltmeter which has a very high impedance, so the O2 signals can be mesured accurately. I am not getting CEL but this does not mean that the sensor is OK. O2 sensor generate a higher voltage in response to richer mixture. I sluggish O2 sensor needs a richer mixture then a new one to generate a nominal voltage of 0.5V. As a result the ECU lamda control will use a rich mixture.
I have no record of when the O2 sensor has last been changed and I assume it never has been changed (at 120K miles) it does not harm to change it.
Now the question is a faulty O2 sensor makes the fuel richer which helps carbon deposits to build up in the head. Can this deposits contribute to less then perfect starting? It should improve the fuel consumption too, which at the moment does not seem to be much better then 20mpg
