Well Yadda, the question you gotta ask yourself is: "Why am I buying a Saab?". If the answer is:
1) "To get reliable transportation to go to work" then you don't want a used Saab. Look for a boring Camry or Accord. Used Saabs are for DIY people and can be very rewarding for us.
2) "Because of the roomy hatchback design on a compact platform" then the 2.3 L may serve you just well.
3) "Because of the great handling combined with a high torque engine" then obviously the Turbo is for you.

I bought a 2.3 L for my wife because of reason 2 and because I thought the non-turbo would be more reliable. Boy - was I ever wrong. I had total engine failure due to the balance shaft issue described in several posts here. You must have an experienced mechanic go over the car before buying. The turbo itself is actually very reliable and these engines will do 200 K easily, so I wouldn't be afraid of the extra miles on the turbo. If you are afraid of DI cassette failure then replace it and keep the old one in the trunk.

Other points: I don't like the cable clutch. If it is a late 97 model (or a 98), you get the much better hydraulic clutch. Look for that. More importantly you need to look at how well the cars have been maintained. Also, I think C$12K is a bit too much for the non-turbo, I would be happy if I could sell mine for C$8K! If you can afford a 9-3 or at least a 98 model I would strongly suggest spending the extra money. It took Saab 4 years to work out most of the problems with these cars. BTW - fuel economy should be about the same if you drive nicely. According to Saab spec the 2.3L is a bit better. (I think 23 MPG vs. 22 MPG)
