Whatever you end up doing, you'll have a blast, I go to Tahoe all the time as I live in SF and love it. Here are a few comments for starters...
I just rented a house with a bunch of friends for this coming New Years Week at http://www.highsierra.com It looks great in the pics and the price seems reasonable and its only 2 miles from Tahoe City, but we havn't stayed there yet, so I can't give a full answer, but it seems like a good company though I didn't do the actual booking in our group. And do some google searches, there's a lot of other options but that's just off the top of my head for now.
I personally prefer staying around Tahoe City--more of an outdoorsy, NorCal feel...and plenty to do in town, great resorts are close.
Also, don't drive drunk. Obviously you shouldn't drink and drive anywhere, but Tahoe cops are particularly notorious for giving out DUIs. Call in advance for cabs though, they can take a while.
Skiing: You can't go wrong with Kirkwood, Squaw Valley, Sugar Bowl, Alpine, or Heavenly...although I will say (IMHO) Kirkwood & Sugar Bowl in general have the best snow and Squaw, Kirkwood and Alpine have the best terrain...I should mention though the snow in Tahoe isn't quite as good (i.e., a little wetter and slightly less on average) as what you're used to in Utah...but what is? ...though late Feb, early March is arguably the perfect time to go to Tahoe as far as snow conditions are concerned.
