If you are talking about a ramp that is always there and you are entering the highway, move over when you are safe....
However, if you are talking about the inevitable four lane highway that has been restricted to two lanes and traffic is at a complete sandstill and you see this and elect to pass all of the traffic because it's quicker for you and who cares what the other cars think... I'm the guy who tailgates the car in front of me to ensure that you never make it into the lane that you've known about for two miles to get into...
And if you the guy who believes that in these situations, that the shoulder has, by default, become a real lane, that's a nother matter entirely... Ohio freeway sniper should have fun with you...
