I admit that there is human error involved with the visual timing. At an altitude of 3000ft with a vehicle traveling faster than your 140mph aircraft the relative angles of the two vehicles makes it nearly impossible to tell positively when the hash mark on the road is crossed. It takes something of a second or less of starting or stopping the clock to create a 20% calculation error in the offenders speed. I say the speeding charge should have been dropped and the reckless driving charge buffered, since the actual speed was undetermined, though certainly faster than the airplane. I would rather be on the road with an inatentive half drunk man driving 70mph, I would atleast have more time to react to his actions.
