Where I live, blowing, plowing or otherwise depositing snow into the street warrants a fine. Now, I've never seen anyone fined for this, but it is against the law.
I've developed a fairly complex protocol for moving snow. I've got various cars shrubbery, and a garage/patio that limits where I can put snow. So I plan carefully, and sometimes have to move snow twice. But that's life. I never put snow in the street, because if nothing else, the plow will just push it back into my driveway.
It can be difficult in some places - in my mother-in-law's old house, the sidewalk was right on the street, and on the house side, 12 foot bushes. Noplace to put the snow, not unless you can lift it 12 feet straight up and then over. So there I would move it to a natural break in the bushes (front walk, driveway), and then move it again to the yard. A major pain in the neck. But in that town, the cops WOULD ticket a homeowner for snow in the road.
So - what's right - no dumping snow in the road. Sometimes that takes planning of bushes and other obstacles that look pretty in summer.
