The first question I'd ask the insurer is this: "Would my engine run properly without the turbo?" The answer to that is NO. Now, the insurer might have some language in the insurance documents defining a turbo as uncovered...and it might be more generic defining only the engine.
If the power steering pump is removed from the engine...the ingine still runs as designed...and same goes for a number of other things under the hood...but the engine requires certain parts in order to run, and on that engine, the turbo is a part of that system. (I ran my car breifly without the turbo...engine runs, but with about 1/4 the power, since the compression ratio is specific for a turbo-charged engine!)

P.S. The turbo uses the energy in the exhaust gas to force additonal air into the intake side of the engine. There's been a few heated posts discussing the finer points of forced-induction terminology...do a search here for further info!
