Well, what is your son's safety worth?

If the answer is your son is not worth buying a never-been-hit car that has no damage to the impact areas. Obviously I am being a bit coy.
Bumper/fender/door with a salvage title probably mean structural compromise. a 2001 Integra should still have a bit of value, so an insurance company would not slavage it unless there was a problem. The crumple zone may not react properly in a head-on or side impact. Others will argue, but how many of them have tested their patched up cars in a head on collision?
At the very least, get a receipt from the repair shoppe as to what was replaced and repaired. Get insurance pictures of the car pre-repair.
The '97, assuming there is no rust, should be structurally sound but may suffer mechanical breakdowns. Those can be dangerous, but also can be awesome teaching experiences and awesome opportunities for father son interactions. Parts on the '97 will be cheaper.
I would opt for the '97, but I might also keep looking for other options. My wife's niece bought a 2004 Acura TL for 13K. It was mint and had all options. The owner was moving abroad and needed out immediately. The family was amazed!
There are great deals out there. You need patience.
My controversial $0.02. Your mileage may vary.
