In california often a car will be "totaled" because the cost of repairing the car is more than the value of the car. That cost can be anything from body work and paint to mechnical damage. If the car goes back on the road it will have a savaged title. so, you could find a really good deal, or you could find a really terrible bag of worms. I would be more concerned about the cars that have been in the water and the ones that have been chopped up and rebuilt from multiple pieces. The ones that got totaled because the cost of a "new" hood and a "new" fender and the cost of painting the car with the "new" parts exceeded the value of the car, so the car gets totaled. Sometimes the insurance company gives the owner the opportunity to buy the car back for a small amount. This is usually only when the perceived salvage value of the car is very low or zero. If it is a newer car it goes to auction. This is where it pays to deal with a reputable dealer, but even that does not always guarantee the outcome. To some extent it is like buying a used car at auction, you have to look closely at the car and be suspect of it.
