We have purchased several cars over the years with rebuilt titles. In each case, we knew what had been done, we knew who did the work, and we had the car checked out before buying. Check the paper trail; if it's been through several states, be wary; if it's spent its life nearby, that's better.
Check with your insurance company if you intend to put full coverage on it; some companies will want to inspect it as well. But if it gets totaled again, the insurance company will pay as if it had a regular title (he said from experience).
Keep in mind that it will be nearly impossible to trade in, and keep in mind that, if you ever want to sell it, you will get much less than book value. Rebuilt titles work out best if you intend to drive the car until the wheels fall off.
