It's very possible you just have incompatible hardware. Although we'd like to believe that all wireless gear is going to be compatible, that's really not the case, especially when dealing with hardware of substantially different generations. Getting 802.11b-only hardware to communicate reliably with 802.11g hardware is always a trick, and very often you will run into *exactly* the scenario you've described - a wireless card that won't detect or connect to a network, or becomes unavailable while it's trying.
If you don't want to spend any money, I would suggest forcing the router into 802.11b-only mode. Most routers can do this, and you'll find the setting somewhere in that 192.168.1.1 page.
That said, I would STRONGLY urge you to buy a new network card. Relying on WEP for wireless security is a lot like relying on a Yugo for automobile safety. WEP is quickly and easily cracked with software you can readily download off the internet. You really should be running WPA or WPA2, and your old WPC11 doesn't support that. I'd head back out, buy a Linksys 802.11g notebook card, and roll with that. I think the $50 spent will be offset by the connecting and security headaches saved.
