There is no reason to expect no taxes on biodiesel. The taxes apply to motor fuels used on public roads. There are some tax abatements for manufactures of biodiesel, but that does not effect the tax that you pay. So that is how the laws are structured. Each juristiction may enact legal incentives which might reduce the taxes and costs.
Emissions? When a VW TDI is getting 50 US mpg, there is less CO2 per mile than the gasoline powered alternatives. You will not see smoke from the tail pipe of these vehicles. With excess air, the CO emissions are naturally very low. Eshaust gas recirculation decreases the N0X emissions.
If you compare the emissions of a VW TDI to an electric recharged vehicle or a hydrogen fuel celled vehicle, taking into account the emissions from the electrical generation plant that makes the alterative vehicles go, the TDI ranks very well.
The hybred gasoline/generator regenerative braking vehicles are good around town, but on the expressway, their economy is not nearly close to the advertised figures, and as a vehicle, they are not very satisfying.
